Finance minister followed ethics rules, says Carney, as potential high-speed rail conflict questioned
Prime Minister Mark Carney defended Finance Minister François-Philippe Champagne on Tuesday, saying the minister followed all of the ethics rules when it comes to the involvement of his partner in the Alto high-speed rail project.
