Canada’s Gen. Jennie Carignan faces Germany’s Gen. Carsten Breuer on Saturday in a secret-ballot contest to chair NATO’s Military Committee. A victory would make Carignan the first woman to hold the post and return Canada to the chair after nearly two decades, amid Ottawa’s push for deeper ties with Europe.
